As of mid-2023, Leicestershire’s population was estimated at 734,015, Old Age Group (individuals aged 65 and over) constitutes 21% of the population which is higher than the national average.

The higher proportion of older adults suggests a growing need for elderly care services, including personal care, companionship and support for age-related health conditions.

Leicestershire County Council currently fund 36% of the market capacity and their expenditure exceeds £100m annually.

How to access Council Funded Care in Leicestershire

Eligibility Assessment

Before any care costs can be covered, the local council must assess:

  1. Your care needs – this will be through a Health and Social Care Assessment.
  2. Your financial situation – this will be undertaken through a Financial Means Test


Care Needs Assessment

This is a free assessment carried out by a Social Worker or Care Professional.

They will look at the following:

  1. How you are managing daily activities (washing, dressing, eating and mobility)
  2. Any physical or mental health conditions
  3. Support available from family or carers

If the Council agrees you have eligible needs, they’ll create a Personalised Care and Support Plan


Financial Assessment

This is the Means Test and will determine if the Council will pay for some or all of your care.

  1. If your income/assets are below £23,250, you many qualify for financial help.
  2. If above £23,250, you will need to pay for care privately but will still get help with planning.

What is included in the means test:

  1. Savings and Income
  2. Property (if receiving residential care, you home may be included.

Outcomes:

  1. Full funding – the council pays for most of your care.
  2. Partial Funding – you contribute and the Council tops up
  3. Self-Funded – you pay, but can request help with managing your care plan.

Receiving your Budget

If eligible, the Council will offer:

  1. A Direct Payment – funds are paid directly to the client to choose and pay for their preferred care provider (eg: Assistium)
  2. Managed Services – the Council arranges care on your behalf.
  3. A mix – part direct payment and part Council arranged

Note: Direct Payments give you more control and flexibility, this is a great option for using private providers like Assistium


Care Agreement with Assistium

Once you funding is approved and you choose Assistium:

  1. We will with with Social Services with regards to your care agreement and care plan.
  2. We can help with paperwork, reporting and will work alongside your Social Worker where needed.
  3. We will provide regular updates to you and your family.
